پيشگفتار

کودکان استثنایی افرادی هستند که برای شکوفا شدن استعداد بالقوه¬ای که از آن برخوردارند به آموزش و پرورش و خدمات ویژه¬ای نیاز دارند. آنها به این دلیل به چنین آموزش‌ها و خدماتی نیاز دارند که در یک یا چند جنبه از جنبه¬های زیر با اغلب کودکان تفاوت دارند. آنها ممکن است دچار مشکلاتی از این قبیل باشند: عقب ماندگی ذهنی، ناتوانی در یادگیری، ناراحتی‌ها و آشفتگی¬های عاطفی، نقایص جسمانی، نقص در سخن گفتن، عیب شنوایی، عیب بینایی یا استعداد درخشان یا تیز هوشی. در تعریفی دیگر به کودکانی استثنایی گفته می‌شود که برخلاف اکثریت افراد هم سن خود در شرایط عادی قادر به سازگاری با محیط نباشند. و از نظر فکری، جسمانی، عقلانی، رفتاری و عاطفی با هم سالان خود فرق کلی داشته باشند و روش¬های خاص آموزش و پرورش درباره آنان به کار رود.
کودک استثنایی اول یک کودک است. انسانی است با همه خصوصیات و صفات یک انسان و بعد کودکی است با خصوصیات و تفاوت‌های استثنایی نسبت به سایر کودکان؛ و همین ویژگی‌ها و خصوصیات است که معلمان و اولیا باید خودشان را با آن سازگار کنند. در واقع بین تمام خصوصیات روانی و جسمانی و تمام استعدادهای مختلف هر فرد تفاوت‌های مشهودی موجود است پس می‌توان گفت که هر فرد نسبت به افراد دیگر استثنایی است و کلمه استثنایی به‌طور اعم و به معنای دقیق علمی خود نمی‌تواند فقط به گروه‌های خاصی از افراد جامعه اطلاق شود؛ بنابراین آنچه که ما اصطلاحاً «کودک استثنایی» می‌گوئیم بدین معناست که کودک از نظر هوشی و جسمی و روانی و اجتماعی به میزان قابل توجهی نسبت به دیگر همسالان خود متفاوت می‌باشد و نمی‌تواند به نحو مطلوب حداکثر استفاده از برنامه‌های آموزش و پرورش عادی ببرد. در این‌گونه کودکان واکنش‌ها، ویژگی‌های خاص دارد به دلیل اینکه کودک رشد فکری کامل ندارد و به دلیل اینکه نمی‌تواند بر رفتارهای خود کنترل داشته باشد یا اگر عمل خلافی از او سر زد احساس گناه و تقصیر کند، چون از نظر شخصیتی نارس و نابالغ است، ناگزیر نیازمند به توجه خاص و آموزش و خدمات فوق‌العاده‌ای است. عنوان کودکان استثنایی در مکاتب آمریکا و انگلستان فرق می‌کند. در آمریکا به تمام کودکانی که به نحوی با کودکان طبیعی و همسن خود از نظر فکری، جسمی، عاطفی، عقلانی، رفتاری و … فرق داشته باشد استثنایی گفته می‌شود و مسلماً با قبول این تعریف یک کودک نابغه، نابینا، ناشنوا و عقب مانده ذهنی همه استثنایی هستند.
كم تواني ذهني عارضه¬اي است که در حدود ۲% افراد وجود دارد. در بسياري از نقاط دنيا اين عارضه تحت عنوان عقب ماندگی ذهني شناخته مي¬شود. کم‌توانی ذهنی اختلالی است که با عملکرد هوشی زیر حد طبیعی و اختلال در مهارت‌های انطباقی مشخص می‌گردد. کم‌توانی ذهنی از لحاظ آماری به این صورت تعریف می‌شود عملکرد شناختی که بر اساس آزمون استاندارد هوش، معادل دو انحراف معیار زیر میانگین جمعیت عمومی باشد. سن شروع کم‌توانی ذهنی زیر ۱۸ سال است و منظور از مهارت‌های انطباقی انجام کارهای است که در هر سن خاص به‌طور معمول از فرد انتظار می‌رود. با اقدامات آموزشی و اجتماعی می‌توان یک زندگی طبیعی در خارج از بیمارستان را برای این افراد فراهم کرد که شامل مدارس ویژه، انجام کارهای خانه‌داری و صنایع دستی و حمایت از این افراد و خانواده آنان می‌باشد.
کودکان آهسته گام به واسطه¬ی تفاوت در دو مؤلفه¬ی هوشبهر و مهارت سازشی از کودکان دیگر متمایز می¬شوند. برخی از انواع آسیب¬های ذهنی کودکان در زمان تولد یا در اندک مدتی پس از تولد قابل تشخیص هستند. اما انواع دیگری از آسیب دیدگی¬ها وجود دارند که تا سنین بالاتر به راحتی تشخیص داده نمی¬شوند. کودکان آهسته گام یا مرزی، کودکانی هستند که نسبت به سایر هم سن و سال‌های خود، قدرت درک و حل مسئله پایین‌تری دارند. ولی با توجه به بهره هوشی ۸۰ تا ۹۰ درصدی در رده بالاتر از کودکان عقب مانده ذهنی طبقه¬بندی می‌شوند.

Mental retardation is a disorder characterized by subnormal intelligence performance and impairment in adaptive skills. Mental retardation is statistically defined as cognitive performance that is equivalent to two standard deviations below the average of the general population based on the standard intelligence test. The starting age of intellectual disability is below 18 years old, and adaptive skills mean doing things that are normally expected of a person at any particular age. With educational and social measures, a normal life outside the hospital can be provided for these people, which includes special schools, doing housework and handicrafts, and supporting these people and their families.
Slow-paced children are distinguished from other children by differences in two components of intelligence and adaptive skills. Some types of mental injuries of children can be recognized at the time of birth or shortly after birth. But there are other types of injuries that are not easily diagnosed until old age. Slow-paced or borderline children are children who have lower understanding and problem-solving abilities than others of their age. But according to the IQ of 80 to 90%, they are classified in a higher category than mentally retarded children.
