پيشگفتار

پدیده بی‌سرپرستی عمری طولانی و به درازی طول سالیان خلقت دارد گروه‌ها و جماعات آدمی در دسته‌های کوچک و بزرگ در کوه‌ها، دشت‌ها، جنگل‌ها و در حواشی رودخانه دائماً در معرض آسیب و هجوم کنترل شده طبیعت اطراف قرار داشت سیل، زلزله، حملات وحوش و تهاجم گروه‌های متجاوز پیوسته بشر را تهدید می‌کرد که حاصل آن شکستن ستون‌های خانه بود و ایجاد بی‌سرپرستی، سالیانی پس از آن اگرچه در راستای رشد تمدن انسان، اجتماعات و ضایعات طبیعی کاهش پیدا کرده ابزار و عوامل نابود کننده در دست و کنترل زور مداران قرار گرفته و دامنه آن وسعت یافته به طوری که جبران آن تا نسل‌ها میسر نگردید. آسیب‌های ناشی از جنگل‌های قوم و قبیله‌ای از محدوده خرابی‌ها و سیل و زلزله گذشت و ویرانی‌های مغول و بربر، نابودی مردان و کنیزی و غلامی و زنان و کودکان را به دنبال آورد. پس از مرگ قرون وسطی و زایش نسل رنسانس شکل ضایعات انسانی نیز دگرگون شد چرا که صاحبان قدرت باید ابزاری برای مهار انسان آزاده می‌یافتند.
جنگ‌های اول و دوم ضربه مهلکی بر پیکره جامعه بشری بود که ویرانی و سرگردانی و بی‌سرپرستی فراوانی در پی داشت اگر چه امروز دامنه و وسعت جنگل‌ها از جهان کاسته است لیکن شیفتگان و تشنگان قدرت به اشاعه انحراف و کجروی‌هایی پرداختند جنگ بی‌پایانی آغاز گشت و با ما اشاعه و اعتیاد و فحشاء در یک کلام، نابودی ارزش‌های اخلاقی و به صدا درآمدن مرگ در جهان- مهلک‌ترین ضربه‌ها بر ارکان مقدس خانواده وارد شد که موجب متلاشی شدن پایه‌های استوار خانواده و در نتیجه بی‌سرپرستی و در نتیجه بی‌سرپرستی و بی‌پناهی گردید. و این قصه همچنان استمرار می‌یابد و انسان سرگشته هر روز در جستجوی ایده‌آل‌ها دست به دامان هیپیسم، بیتلیسم، پانکیم و… می‌زند و اینها همه فریاد نسلی است که اساس و بنیان خانواده را حریم امنی برای خواسته‌ها و نیازهای فطری خویش نمی‌یابد.
در سده‌های گذشته در جامعه ما توجه به اعتقادات و باورهای اسلامی مردم با پدیده‌ی بی‌سرپرستی و فرزندان بی‌سرپرست به شکل مطلوب و طبیعی آن که همانا حمایت و نگهداری از اینان در خانواده بود برخوردار می‌کرده است. اما به مرور زمان با رسوخ فرهنگ غرب در جامعه و ظهور پدیده شهرنشینی مهاجرت روستاییان به شهرها، تغییر شغل و تبدیل خانواده‌های گسترده به خانواده‌های هسته‌ای گرایش جامعه به صنعتی شدن، غرب زدگی، نمایش‌های انسان دوستانه، رژیم سابق، حاشیه نشینی، اشاعه فساد و فحشا و هرزگی و بی‌بند و باری و در نتیجه فراموش شدن ارزش‌ها و اخلاق والای اسلامی، بندهای عاطفی و پیوندهای انسانی در بسیاری از خانواده‌ها گسسته شد و نهایتاً بسیاری از اطفال بی‌گناه و معدوم در جامعه بلاتکلیف و بی‌سرپرست باقی ماندند.
لذا در این کتاب به بررسی مفهوم سرپرست خانواده و همچنین نقش سازمان بهزیستی در توانمندسازی زنان سرپرست خانواده پرداخته شده است. قوانین مربوط به حمایت از این خانواده‌ها دارای ضعف‌های بسیاری است و یا به علت عدم بودجه اجرا نمی‌شود. اینکه خدمات سازمان بهزیستی و کمیته امداد امام خمینی (ره) تا چه حد پاسخگوی نیازهای آنان است در این کتاب مورد بررسی قرار گرفته است. شيوه سازماندهي کتاب حاضر به‌ صورت زیر می‌باشد.

The damage caused by the forests of the tribes exceeded the extent of destruction and floods and earthquakes, and the destruction of the Mongols and Berbers, followed by the destruction of men and maids and slaves and women and children. After the death of the Middle Ages and the birth of the Renaissance generation, the form of human waste also changed because those in power had to find a means to restrain free man.
The first and second wars were a fatal blow to the body of human society, which caused a great deal of destruction, confusion and homelessness. The spread of addiction and prostitution, in a word, the destruction of moral values ​​and the sound of death in the world – were the deadliest blows to the sacred foundations of the family, which shattered the solid foundations of the family, resulting in homelessness, homelessness and homelessness. And this story continues, and the bewildered man pursues hippies, Beatles, Punk, etc., in search of ideals every day, and these are all the cries of a generation that does not find the basis of the family a safe sanctuary for its natural desires and needs.
In the past centuries in our society, attention to the Islamic beliefs and beliefs of the people with the phenomenon of homelessness and homeless children in a desirable and natural way, which is to support and maintain them in the family. But over time, with the penetration of Western culture in society and the emergence of urbanization, rural migration to cities, change of jobs and the transformation of large families into the core families of society tends to industrialization, Westernization, humanitarian shows, the former regime, marginalization, corruption and Prostitution and debauchery, and as a result of the forgetting of high Islamic values ​​and morals, emotional bonds and human ties were broken in many families, and eventually many innocent and extinct children in society remained undecided and homeless.
Therefore, this book examines the concept of the head of the family and also the role of the welfare organization in empowering women heads of households. Laws to protect these families have many weaknesses or are not enforced due to lack of funding. The extent to which the services of the Welfare Organization and the Imam Khomeini Relief Committee meet their needs has been examined in this book.
