پیشگفتار

امروزه از برخی نظرها توریسم یک تهدید مهم برای تنوع فرهنگی و زیستی است، اما در برخی از کشورها افزایش اهمیت اقتصادی آن مورد توجه بیش‏تری واقع شده است. با توجه به انبوه رو به ازدیاد گردشگران و سودمندی‌های اقتصادی توریسم، بدیهی است اگر گردشگری به طور صحیح انجام نشود، منجر به خطراتی خصوصاً در مناطق بکر و محیط‌های شکننده خواهد شد و در نهایت منتج به ناپایداری صنعت گردشگری می‌شود. در عین حال اکوتوریسم به عنوان یکی از پر جاذبه ترین انواع گردشگری و توریسم، پتانسیل ایجاد اثرات مثبت اجتماعی و محیط زیستی را دارد و بنابراین ممکن است بتواند به عنوان ابزاری برای نیل به پایداری توریسم بکار گرفته شود.
اکوتوریسم اغلب نسبت به بخش‌های دیگرِ صنعت توریسم کاملا متفاوت عمل می‌کند، زیرا بر اساس مفاهیم توسعه پایدار که عبارتند از: حفاظت از مناطق طبیعی، آموزش بازدیدکنندگان با توجه به توان محیط و منفعت مردمان محلی تعریف شده است. اکوتوریسم به عنوان شکلی از توریسم طبیعت پایه تعریف شده است اما به عنوان یک ابزار توسعه‌ی پایدار نیز مطرح است.
امروزه اکوتوریسم از مزایای بسیار زیادی برخوردار است و با توجه به شرایط فعلی ایران در شرایط تحریم‌ها، مي‌تواند جزو گزينه‌هاي مناسب براي كسب درآمد، اشتغال زايي و ايجاد تغييرات مثبت در درآمدهای شهری و روستایی در نظر گرفته شود. توسعه اکوتوریسم در حال حاضر نیازی محسوس به منظور توسعه و احیای اقتصاد منطقه‌ای محسوب می‌شود که علاوه بر گسترش گردشگری طبیعت، می‌تواند به توسعه عواملی دیگر نظیر توسعه خدمات، توسعه اقتصادی، توسعه رفاهی و توسعه مراکز درمانی- آموزشی و… منجر گردد و در نهایت توسعه منطقه‌ای راه همراه داشته باشد.
با توجه به پتانسیل‌های بسیار زیاد اکوتوریسم به ویژه در استان تهران و کمبودها و موانع گسترش آن، کتاب حاضر با روش توصیفی- تحلیلی و کاربردی (عملی) ارزيابي راهبردي افزايش قابليت‌هاي اکوتوريسم در شهرستان شميرانات با تاکيد بر توسعه منطقه‌اي را مورد مطالعه قرار داده است. یافته‌ها نشان می‌دهد که ظرفیت‌های بالقوه و بالفعلی در زمینه اکوتوریسم شهرستان شمیرانات وجود دارد و به این منظور در طی دهه‌های اخیر چالش‌هایی نظیر چالش‌های سیاسی- اقتصادی- مدیریتی و زیرساختی سبب شده است که اکوتوریسم شهرستان شمیرانات از عقب ماندگی نسبت به سایر شهرستان‌ها در این زمینه برخوردار باشد و توسعه منطقه‌ای را نیز با چالش‌هایی مواجه کند. نتایج نشان داد قابليت‌هاي اکوتوريسم محدوده شهرستان شميرانات مي‌توانند در توسعه منطقه‌اي نقشي موثر ايفا نمايند و ميان موانع توسعه اکوتوريسم و عدم توسعه منطقه‌اي شهرستان شميرانات رابطه‌اي مستقيم وجود دارد.

Abstract

Today, from some points of view, tourism is an important threat to cultural and biological diversity, but in some countries, the increase in its economic importance has received more attention. Considering the growing number of tourists and the economic benefits of tourism, it is obvious that if tourism is not done correctly, it will lead to risks, especially in pristine areas and fragile environments, and ultimately lead to the instability of the tourism industry. At the same time, ecotourism, as one of the most attractive types of tourism, has the potential to create positive social and environmental effects, and therefore it may be used as a tool to achieve tourism sustainability.
Ecotourism often operates quite differently from other sectors of the tourism industry, as it is defined based on the concepts of sustainable development, which include: protection of natural areas, education of visitors with regard to the power of the environment and the benefit of local people. Ecotourism is defined as a form of basic nature tourism, but it is also considered as a sustainable development tool.
Today, ecotourism has many advantages and according to the current conditions of Iran under sanctions, it can be considered as one of the suitable options for earning income, creating employment and creating positive changes in urban and rural incomes. Currently, the development of ecotourism is a tangible need for the development and revival of the regional economy, which, in addition to the development of nature tourism, can lead to the development of other factors such as the development of services, economic development, welfare development, and the development of medical-educational centers, etc. Finally, regional development should be accompanied.
Considering the great potential of ecotourism, especially in Tehran province, and the shortcomings and obstacles to its expansion, this book has studied the strategic assessment of increasing ecotourism capabilities in Shemiranat city with an emphasis on regional development with a descriptive-analytical and practical method. . The findings show that there are potential and actual capacities in the field of ecotourism in Shemiranat city, and for this purpose, during recent decades, challenges such as political-economic-management and infrastructure challenges have caused the ecotourism of Shemiranat city to lag behind other cities in this field. and face regional development with challenges. The results showed that the ecotourism capabilities of Shemiranat city can play an effective role in regional development and there is a direct relationship between the obstacles to ecotourism development and the lack of regional development of Shemiranat city.
