پيشگفتار

در فرهنگ و اصطلاحات علوم سیاسی امنیت ملی عبارت است از بنیان آزادی کشور در تحقق هدف‌های اساسی و عدم ترس و حوادث جدی از خارج نسبت به منافع سیاسی اساسی و حیاتی است. والتر لیپمن محقق و نویسنده آمریکایی نخستین کسی است که مفهوم امنیت ملی را به‌روشنی تعریف کرده است: یک ملت وقتی دارای امنیت است که در صورت اجتناب از جنگ بتواند ارزش‌های اساسی خود را حفظ کند و در صورت اقدام به جنگ بتواند آن‌ را پیش ببرد. رابرت مک نامارا نیز می‌گوید: اگر امنیت دال بر وضعیتی باشد آن وضع حداقل از نظم و ثبات است.
آثار حضور اسرائیل در اقلیم کردستان عراق و جمهوری آذربایجان در تداوم استراتژی امنیت ملی و سیاست خارجی اسرائیل در منطقه خاورمیانه برای خروج از انزوا و تسلط بر این منطقه است. تحولات جدید در اقلیم کردستان عراق و استقلال جمهوری آذربایجان و فعالیت‌های، اقتصادی، اجتماعی و سیاسی کردها در جهت استقلال خود در این منطقه و ارتباط جمهوری آذربایجان با اسرائیل به عنوان لابی و نفوذ برای ارتباط با آمریکا، برای طرح استراتژهای خاورمیانه جدید زمینه مناسبی برای حضور و نفوذ اسرائیل در اقلیم کردستان عراق و جمهوری آذربایجان را فراهم کرده است. با استفاده از زمینه ایجاد شده اسرائیل روابط خود را با کردهای کردستان عراق و یهودیان جمهوری آذربایجان آغاز و با حضور خود، فعالیت‌های اجتماعی، نظامی و اقتصادی به دنبال اهداف راهبری خود در منطقه است. این حضور باعث ایجاد پیامدهای امنیتی برای جمهوری اسلامی ایران شده است.
هدف اصلی از تالیف کتاب حاضر بررسی مسائلی همچون طرح‌ها، راهبردها و اقدامات اسرائیل برای حضور در جمهوری آذربایجان و اقلیم کردستان عراق، و تأثیرات آن بر امنیت ملی جمهوری اسلامی ایران می‌باشد. در این کتاب با روش تحلیلی توصیفی به این سوال جواب داده می‌شود که آثار حضور اسرائیل در اقلیم کردستان عراق و جمهوری آذربایجان چه پیامدهای امنیتی برای جمهوری اسلامی ایران داشته است؟

The effects of Israel’s presence in the Kurdistan Region of Iraq and the Republic of Azerbaijan are in the continuation of Israel’s national security strategy and foreign policy in the Middle East region to get out of isolation and dominate this region. The new developments in the Kurdistan region of Iraq and the independence of the Republic of Azerbaijan and the economic, social and political activities of the Kurds in the direction of their independence in this region and the relationship between the Republic of Azerbaijan and Israel as a lobby and influence for the relationship with the United States, for the design of new Middle East strategies is a suitable ground for It has provided the presence and influence of Israel in the Kurdistan Region of Iraq and the Republic of Azerbaijan.
