پيشگفتار

نظم‌ به‌ معنی‌ هر الگوی‌ متعارف یا جدید درباره چگونگی‌ روابط‌ است‌ که‌ در زمان ثابت‌ می‌ماند یا ممکن‌ است‌ به‌ معنی‌ شرایطی‌ باشد که‌ دستیابی‌ به‌ اهداف را ممکن‌ می‌سازد (بیلیس‌ و اسمیت‌، ١٣٨٣: ١٤٢٠). از آغاز سال ٢٠١١ میلادی‌، خاورمیانه‌ شاهد تحولات اساسی‌ و تغییرات جدی‌ بوده است‌. دولت‌های‌ جهان عرب که‌ عموماً از دولت‌های‌سنتی‌ و تقریباً باثبات به‌ شمار می‌آمدند، با اعتراضات روبرو شدند. قیام‌های‌ گسترده مردمی‌ در بعضی‌ از این‌ کشورها، اعتراضات سیاسی‌ مردمی‌ به‌ نتیجه‌ رسیده و باعث‌ ساقط‌ شدن دولت‌ها شده است‌ و در برخی‌ دیگر از آنها همچنان ادامه‌ دارد و احتمال می‌رود به‌ برخی‌ از کشورهای‌ دیگر نیز سرایت‌ نماید (یزدانفام، ١٣٩٠: ٤٨).
آنچه‌ تقریباً در این‌ تحولات و خیزش‌های‌ مردمی‌ به‌ نظر می‌رسد، این‌ است‌ که‌ این‌ انقلاب‌ها پاسخی‌ اجتماعی‌ از سوی‌ جریان‌های‌ بیرون از قدرت به‌ مشکل‌ قدیمی‌ و اساسی‌ توسعه‌ نیافتگی‌، عقب‌ماندگی‌ و بحران‌های‌ این‌ کشورهاست‌. در همین‌ رابطه‌، یکی‌ از حوزه‌هایی‌ که‌ می‌تواند از این‌ انقلاب‌ها متأثر شود، نظام امنیتی‌ منطقه‌ خواهد بود. به‌ طور اساسی‌ در طراحی‌ و ساخت‌ یک‌ مجموعه‌ امنیتی‌ مناسب‌ نه‌ تنها برای‌ کلیه‌ مناطق‌ جهان بلکه‌ برای‌ خاورمیانه‌، همچنان حاکمیت‌ دولت‌ ملت‌ یکی‌ از اصول اولیه‌ و مهم‌ می‌باشد.
وقوع بیداری‌ اسلامی‌ در سال ٢٠١١ میلادی‌ در مهم‌ترین‌ منطقه‌ از جهان اسلام و تداوم اعتراضات در عربستان سعودی‌، اردن و بحرین‌ و احتمال گسترش آن به‌ دیگر کشورهای‌ عرب، موجب‌ به‌ هم‌ خوردن مرزبندی‌های‌ قدرت، نظم‌ و امنیت‌ منطقه‌ای‌ خاورمیانه‌ شده است‌.
از این‌ رو، مهم‌ترین‌ سؤال این‌ کتاب‌ این‌ بوده است‌ که‌ چگونه‌ انقلاب‌های‌ عربی‌ بر شکل‌گیری‌ نظم‌های‌ امنیتی‌ جدید خاورمیانه‌ تأثیر دارد؟ و چه‌ صورتبندی‌ از نظم‌ و امنیت‌ در این‌ حوزه جغرافیایی‌ در حال شکل‌گیری‌ است‌؟ در پاسخ‌ به‌ این‌ سؤال باید گفت‌ پس‌ از تحولات اخیر در خاورمیانه‌ امکان شکل‌گیری‌ یک‌ نظم‌ پسااستعمارگرایانه‌ وجود دارد. البته‌ این‌ فرضیه‌ تا جایی‌ تقویت‌ می‌یابد که‌ الگوهای‌ برون منطقه‌ای‌ نظم‌ با همکاری‌ مؤلفه‌های‌ داخلی‌ در جوامع‌ خاورمیانه‌ تقویت‌ نشود.

Preface

Order means any conventional or new pattern about how relationships remain constant over time or it may mean conditions that make it possible to achieve goals (Bailis and Smith, 1993: 1420). Since the beginning of 2011, the Middle East has witnessed fundamental developments and serious changes. The governments of the Arab world, which were generally regarded as traditional and almost stable governments, faced protests. Wide popular uprisings in some of these countries, popular political protests have come to an end and caused the fall of governments, and in some of them it is still going on and it is likely to spread to some other countries as well (Yazdanfam, 1390: 48).
What is almost seen in these developments and popular uprisings is that these revolutions are a social response by currents outside of power to the old and fundamental problem of underdevelopment, backwardness and crises in these countries. In this regard, one of the areas that can be affected by these revolutions will be the security system of the region. Fundamentally, in designing and building a suitable security system not only for all regions of the world but also for the Middle East, the sovereignty of the nation state is still one of the basic and important principles.
The occurrence of Islamic awakening in 2011 in the most important region of the Islamic world and the continuation of protests in Saudi Arabia, Jordan and Bahrain and the possibility of its spread to other Arab countries have caused the demarcation of power, order and regional security in the Middle East to collapse.
Therefore, the most important question of this book has been how the Arab revolutions affect the formation of new security orders in the Middle East? And what form of order and security is being formed in this geographical area? In response to this question, it should be said that after the recent developments in the Middle East, there is a possibility of the formation of a post-colonialist order. Of course, this hypothesis is strengthened to the extent that extra-regional patterns of order are not strengthened with the cooperation of internal components in Middle Eastern societies.
